I. Main duties
To support
Accounting Manager to lead and manage the Accounting Department as a financial control function, ensuring:
• accuracy and integrity of financial data
• compliance with accounting and tax regulations
• standardized accounting processes and internal controls
• KPI-based performance management
• effective cross-functional coordination
• The role is responsible not only for transaction approval, but also for owning the accounting operating model, control framework, and performance discipline.
II. Responsibilities
2.1. Department Leadership & Organization
• Organize Accounting Department into clear functional streams
• Assign roles and responsibilities aligned with operating model
• Supervise, guide, and develop accounting staff
• Ensure workload is balanced and not concentrated on individuals
2.2. Accounting Governance & Internal Control
• Establish and maintain accounting policies, procedures, and internal control system
• Ensure segregation of duties (preparation - approval - reconciliation)
• Monitor compliance with Accounting Law, Tax Law, and company policies
• Ensure documentation is complete, traceable, and auditable
2.3. Financial Reporting & Closing Control
• Review monthly, quarterly, and annual financial statements
• Own the closing calendar and closing discipline
• Ensure reconciliations are completed and issues escalated before reporting
• Provide accurate and timely management reports
2.4. KPI Management & Performance Control
• Establish KPI framework for Accounting Department and each role
• Conduct monthly KPI review for all accounting streams
• Monitor:
o closing timeliness
o invoice accuracy
o receivable aging
o cost completeness
o tax compliance
• Ensure performance is managed based on measurable outputs
2.5. Cross-functional Coordination
• Coordinate with:
o Sales / Pricing (billing and receivables)
o Operations / Logistics (cost and documents)
o HRA (payroll, tax, reimbursement)
o Branches (submission, closing, compliance)
• Define and enforce:
o cut-off rules
o document submission deadlines
o escalation protocol
2.6. External Stakeholder Management
• Work with:
o Tax authorities
o External auditors
o Banks
• Ensure readiness for:
o tax audit
o financial audit
o regulatory inspections
2.7. Continuous Improvement & Standardization
• Standardize accounting processes across HCM and HAN
• Improve SOPs and reduce manual / person-dependent work
• Identify risks, inefficiencies, and propose improvements
2.8. Business Continuity & Backup Structure (IMPORTANT)
• Design backup coverage within each accounting stream
• Ensure critical tasks have primary + secondary ownership
• Implement cross-training to:
o reduce dependency on individuals
o maintain continuity during leave / resignation
• Monitor handover effectiveness and transition risk
a. Education: Bachelor's degree in Accounting / Finance. Chief Accountant Certificate
b. Knowledge:
- Good knowledge of the Vietnamese Accounting Law, Tax Law, and other relevant regulations.
- Strong understanding of Vietnamese Accounting Standards (VAS); knowledge of IFRS is an advantage.
- Sound knowledge of accounting principles, bookkeeping processes, financial statement preparation, and management reporting.
- Good understanding of Vietnamese tax regulations, including Value Added Tax (VAT), Corporate Income Tax (CIT), Personal Income Tax (PIT), Foreign Contractor Tax (FCT), and e-invoicing requirements.
- Knowledge of internal control systems, financial risk management, and regulatory compliance.
Understanding of cash flow management, accounts receivable/payable, fixed assets, inventory accounting, and general ledger accounting.
- Familiarity with internal and external audit processes, as well as tax finalization procedures.
Good knowledge of ERP/accounting systems and Microsoft Office applications, particularly Excel.
- Understanding of accounting and financial operations in a corporate environment; experience in logistics, or foreign-invested enterprises (FDI) is preferred.
c. Management experience: Ability to:

❖ Professional Experience: Minimum 6-8 years accounting experience. At least 3-4 years in supervisory / managerial role
d. Skills:
- Ability to prepare, review, analyze, and reconcile financial statements, management reports, and tax reports.
- Proficient in Microsoft Office, especially Excel, and advanced functions.
Proficient in accounting software and ERP (MISA, FAST, or equivalent).
- Strong analytical, numerical, and problem-solving skills.
- Excellent planning, organizational, and time management skills.
- High level of accuracy with strong attention to detail.
- Good communication and interpersonal skills, with the ability to work effectively with internal departments, auditors, banks, and tax authorities.
- Ability to supervise, coach, and support accounting staff when delegated by the Chief Accountant.
- Ability to read and understand professional accounting and financial documents in English; English communication skills are compulsory.
