Chief Accountant

Accounting Set-up & Organization
- Establish accounting structure in compliance with VAS and Messer Group requirements
- Build and organize accounting team structure and tasks with clear segregation of duties
- Implement ERP/ accounting processes within existing Messer ERP and workflow system
- Ensure segregation of duties and proper documentation
- Align practices with other Messer Group entities in Vietnam
Audit, Compliance & Internal Controls
- Take legal responsibility for accounting books and statutory filings as Chief Accountant
- Ensure full compliance with Vietnamese accounting and tax regulations, and IAS standards
- Strictly implement Messer Group ICS, approval matrix, and ERP workflow
- Maintain complete audit trail and supporting documentation
- Take full ownership of all statutory tax filings including VAT, CIT, Withholding tax, GMT, transfer pricing dosier (monthly, quarterly, annual), ensuring accuracy and submission within legal deadlines
- Coordinate with tax authorities and external auditors, lead the annual audit process to ensure all reports and audited financial statements are finalized and submitted within required timelines
- Monitor regulatory changes and ensure continuous compliance with applicable tax and accounting laws
- Coordinate with auditors, controlers and authorities as required
Group & Management Reporting
- Implement Messer Group accounting policies and reporting guidelines
- Prepare and submit monthly, quarterly, and annual reporting packages as requested by Messer Group
- Prepare management reports as requested
- Provide variance analysis (Actual vs Budget/Forecast) with clear explanation
- Ensure accuracy, transparency, and on-time submission of all reports
- Compliance with reporting deadlines is mandatory
Cash Flow & Financing Management
- Prepare and monitor cash flow forecasts to ensure efficient fund utilization
- Plan and execute loan drawdowns in line with project progress and funding structure
- Coordinate loan withdrawal procedures and ensure optimal use of borrowed funds
- Handle tax refund procedures during the investment phase to support cash flow optimization
- Work closely with banks and credit institutions, providing required documentation to secure loan disbursement and maintain compliance with financing agreements
- Effective cash flow and financing management
Financial Control, Governance & Other tasks
- Support budgeting and forecasting in accordance with controlers required
- Monitor cost control, budget utilization and working capital
- Ensure proper expense classification (Capex/Opex)
- Ensure financial discipline aligned with JV agreement and Group expectations
- Perform other support and supervision tasks according to the assigned tasks
