We are seeking a highly experienced and proactive Cost Engineer Lead to be a key leader on our major industrial construction project in Thai Binh. The primary focus of this role is to establish and manage robust cost control systems, with a specialized emphasis on leading the change management process. The successful candidate will be the central figure in identifying, quantifying, and managing project variations to ensure financial integrity, prevent cost overruns, and protect project profitability. This is a critical leadership position requiring strong analytical, communication, and negotiation skills.
Key Responsibilities
1. Cost Control & Monitoring:
• Establish, implement, and maintain the project's detailed cost control system, including the Work Breakdown Structure (WBS) and Cost Breakdown Structure (CBS).
• Develop and manage the project's cost report, including the Approved Budget, Current Forecast, and Commitment/Expenditure tracking.
• Monitor and report on project cash flow, providing accurate forecasts and highlighting potential variances.
• Analyze cost performance against the baseline (BCWS, ACWP, BCWP) and report on Cost Performance Index (CPI) and variance analysis.
• Prepare and present detailed cost reports and forecasts to senior project management and stakeholders on a weekly and monthly basis.
2. Budget & Forecasting:
• Develop the project's initial control budget in alignment with the project estimate.
• Maintain and update the project's Estimate at Completion (EAC), clearly distinguishing between base scope and changes.
• Provide accurate and timely cost forecasts to support project decision-making.
3. Risk & Contingency Management:
• Work with the project team to identify potential cost risks.
• Quantify the cost impact of risks and opportunities and manage the project's contingency drawdown in relation to approved changes and risk realization.
4. Team Leadership & Collaboration:
• Collaborate closely with the Planning Manager,
Project Managers, Engineering Leads, and the Commercial/Contracts team.
• Interface with the client's cost management representatives, fostering a professional and transparent relationship.
• Bachelor's degree in Quantity Surveying, Civil Engineering, Construction Management, or a related field.
• Minimum of 8-10 years of proven experience in cost engineering/cost control on large-scale industrial construction projects (e.g., manufacturing plants, chemical plants, energy facilities).
• Demonstrable, in-depth experience in leading the change management process, with a proven track record of successfully securing variation orders.
• Proficiency with advanced cost management software (e.g., EcoSys, SAP, Oracle Primavera P6, or similar) and advanced skills in MS Excel.
• Strong understanding of Earned Value Management (EVM) principles.
• Excellent knowledge of construction contracts (e.g., FIDIC) and their variation mechanisms.
• Fluency in English, both written and verbal.
