1. Job Objective
Manage, maintain, and continuously improve the compliance system regarding social responsibility, occupational health and safety, and environmental protection at the factory. Ensure the company fully complies with Vietnamese legal regulations and the Codes of Conduct (CoC) of international brands, thereby protecting the factory's reputation and maintaining strategic orders.
2. Key Responsibilities and Duties
a. Audit & Buyer Management
- Lead and coordinate all third-party audits (SGS, Intertek, BV, etc.) and scheduled or unannounced inspections from buyers/brands.
- Prepare all required documentation, records, and data related to HR, payroll, working hours, safety, and environment for audit purposes.
- Receive audit results and take ownership of developing Corrective and Preventive Action plans (CAPA) for identified non-compliance issues.
- Monitor, urge, and support relevant departments to close out findings within the deadlines committed to customers.
b. Social Compliance & Labor Standards Oversight
- Supervise the enforcement of Labor Laws at the factory, including working hours, rest periods, wages, bonuses, insurance, and worker welfare.
- Ensure the factory strictly avoids "Zero Tolerance" violations, such as child labor, forced labor, discrimination, or worker harassment/harsh treatment.
- Coordinate with the local Trade Union to organize periodic dialogues between Management and Workers, resolving grievances and internal conflicts in a timely manner.
c. Environment, Health, and Safety (EHS) Management
- Partner closely with the HSE team to ensure a safe working environment: firefighting systems, machinery safety, pressure vessels, and chemical management (RSL/MRSL).
- Monitor environmental indicators: waste segregation and management (especially hazardous waste), wastewater treatment systems, emissions, noise, and airborne dust in the production workshops.
- Organize periodic fire drills, occupational safety training, and occupational health checks for employees.
d. Internal Training & Communication
- Develop training materials and directly conduct onboarding and re
fresher training for workers regarding Internal Labor Rules, Rights & Obligations, Occupational Safety, and Brand Codes of Conduct.
- Raise awareness among the Production Management team (Line Leaders, Workshop Managers) on humane worker treatment and production planning to avoid excessive overtime (OT) violations.
e. System & Policy Development
- Regularly update changes in Vietnamese Legislation (Labor, Environment, OHS laws) and international frameworks (BSCI, SMETA, Higg Index, etc.) to align factory policies accordingly.
- Standardize, build, and maintain standard operating procedures (SOPs) and forms related to CSR/Compliance.
1. Education & Experience
- Education: Bachelor's Degree or higher in Law, Environmental Management, Human Resources, International Relations, or related fields.
-Experience:
Minimum of 5-10 years of experience in Compliance/CSR roles within large-scale manufacturing plants (preferring footwear, apparel, or textile dyeing industries).
At least 2-3 years of experience in a management or supervisory role (CSR Manager/Supervisor).
Audit Track Record: Proven experience directly handling third-party audits (Intertek, SGS, BV, etc.) and brand-specific audits from major global buyers.
2. Professional Knowledge & Certifications
- Legal Expertise: Deep understanding of Vietnamese Labor Law, Occupational Health and Safety (OHS) regulations, and Environmental Laws.
- International Standards: Proficient in common compliance standards and frameworks within the footwear sector:
Social Responsibility: BSCI, SA8000, WRAP, SMETA (Sedex).
Environment & Safety: Higg Index (FEM/FSLM), ISO 14001, ISO 45001.
Security: C-TPAT, GSV.
- Industry-specific Knowledge: Strong grasp of specific risks in footwear manufacturing, such as Restricted Substances List (RSL) / chemical management, leather/fabric dust, noise control, industrial waste management, and heavy machinery safety (stamping, sewing machines).
3. Essential Skills
Language Proficiency:
English: Fluent (Listening, Speaking, Reading, Writing) to communicate with international clients, interpret brand Codes of Conduct, and write corrective action reports.
Preferred: Proficiency in Chinese (Mandarin) is a major asset, as many large footwear manufacturers are Taiwanese or Chinese-owned.
Risk Management & Problem-Solving: Ability to quickly identify non-compliance issues on the factory floor and implement cost-effective, sustainable Corrective and Preventive Actions (CAPA).
Communication & Stakeholder Management: Tactful diplomacy to balance the business interests of the Board of Directors (production pressure) with the compliance standards of Buyers, as well as managing relationships with Trade Unions and workers.
