HSE Officer

1. Supervision and Monitoring on Health & Safety Practices of the contractors(50%)
- Review, check, and approve suppliers/ contractors' HSE Plans and Permits to Work prior to commencement of construction activities.
- Inspect high-risk works, including but not limited to excavations, scaffolding, formwork and support works, lifting equipment and machinery, portable electrical tools, and electrical works.
- Identify, record, and report all visible safety hazards and HSE violations by contractors to the Department Head; administer penalties for HSE non-compliance as required.
- Conduct toolbox talks and regular site HSE meetings with in-house project teams, consultants, and contractors to identify and address HSE concerns throughout the construction process.
- Monitor PPE usage, housekeeping standards, and adequacy of safety signs and notices provided by contractors
2. Incident reporting and others reporting on Health & Safety(20%)
- Conduct thorough investigations into all safety incidents and near-misses to identify root causes; propose and implement corrective and preventive actions.
- Prepare and submit incident investigation reports to management for review and further action.
- Conduct pre-evaluation and post-evaluation of contractors' HSE performance.
- Prepare and submit periodic reports (daily, monthly, semi-annual) and ad-hoc reports as required to reporting manager, GD & relevant authorities (if any).
3. To develop and implement Health, Safety and Environment systems. (15%)
- Develop HSE procedures and annual HSE plans applicable to company operations and construction activities, covering both tender preparation and project implementation.
- Conduct risk assessments, Job Safety Analysis (JSA), and identify potential HSE-related emergency situations for company operations and construction sites; develop appropriate emergency response plans.
- Oversee and enforce implementation of the approved HSE Plan, HSE procedures, and fall protection plans, including company-wide HSE initiatives such as ISO 14001 and OHSAS 18001
4. Maintain all the relevant HSE documentations and records.(10%)
- Maintain documentation of training, all written inspections e.g. overhead crane inspections, powered industrial truck, daily safety inspection, incident report and other safety records.
5. Other tasks (5%)
