Mô tả công việc
The objective of this assignment is for the expert to prepare a report which includes: research, provision of information, and international experience (including regulations under international treaties and international best practices); examination of the practices of selected countries concerning successful legal aid cases in litigation (for legal aid beneficiaries such as children, accused persons aged from 16 to under 18, persons with disabilities, victims of human trafficking, and persons living with HIV); and analysis of working skills with specific groups (such as the aforementioned legal aid beneficiaries). This analysis should cover skills and experience in communication, interaction, and counseling tailored to each group to assist legal aid organizations, practitioners, and related stakeholders in enhancing their knowledge and practical experience in handling legal aid cases-especially skills for working with specific vulnerable groups.
The international expert shall conduct research on international regulations and compile and provide the aforementioned information and materials to domestic experts to finalize the report.
SCOPE OF WORK
- Develop an implementation plan to achieve the objectives stated in Section II above;
- Research, collect documents, and provide information on international experience (including regulations in international treaties, recommendations of international organizations, and practices of selected countries, etc...) and typical practices concerning successful legal aid litigation cases (for beneficiaries such as children, accused persons aged 16 to under 18, persons with disabilities, victims of human trafficking, and persons living with HIV) as well as working skills with these specific groups;
- Prepare an outline for the report covering at least the following two contents:
(i) Regulations under international treaties, laws of selected countries, and practical experience regarding successful legal aid litigation cases (for beneficiaries such as children, accused persons aged 16 to under 18, persons with disabilities, victims of human trafficking, and persons living with HIV);
(ii) Working skills related to the specific groups (for beneficiaries such as children, accused persons aged 16 to under 18, persons with disabilities, victims of human trafficking, and persons living with HIV);
- Prepare a report on international experience and practices related to successful legal aid litigation cases (for the specified groups) and the skills required to work with these groups, including recommendations related to successful legal aid litigation and skills for working with these specific groups according to the above categories;
- Revise, edit, and finalize the report based on comments from the PMU and the Department of Legal Dissemination, Education, and Legal Aid (LDE&LA);
- Participate in meetings, workshops, and consultations with domestic experts and the Department of LDE&LA as requested by the PMU and the Department of LDE&LA;
- Submit all deliverables and related files used in the assignment to the Project Management Board. Materials shall not be used for third parties or other consulting activities;
- Perform other related tasks necessary for report preparation as required by the Project Management Board and the Department of LDE&LA.

General Requirements
a) Must be a citizen with a clear background from a member country of the World Bank group;
b) Must be in good health to undertake the work;
c) Must not be under criminal prosecution, serving a sentence, undergoing non-custodial reform, or have a criminal record that has not been expunged.
Specific Requirements
Candidates must meet the following minimum qualifications:
- Bachelor's degree or higher in Law or Sociology;
- Experience working in the fields of legal aid or legal services;
- Understanding and experience researching litigation cases;
- Proficiency in English (listening, reading, and writing);
- Strict adherence to confidentiality and privacy requirements concerning legal aid beneficiaries;
- Willingness to comply with the Project's environmental and social commitments.
Preferred Qualifications:
- Experience working with specific beneficiary groups such as children, accused persons aged 16 to under 18, persons with disabilities, victims of human trafficking, and persons living with HIV;
- Previous work experience with Vietnamese government agencies and international organizations on similar projects;
- Ability to communicate and read Vietnamese.
REMUNERATION, TRAVEL, AND INCIDENTAL EXPENSES
Candidates shall propose remuneration based on their expertise. Upon receiving proposals, the PMU will evaluate the expert's qualifications and project benchmarks to negotiate the consultant's remuneration according to the project's allocated budget.
SELECTION METHOD
The PMU will select the expert through a competitive selection process consistent with World Bank guidelines, Vietnamese laws, and the project implementation manual.

Applicants must submit a resume in English along with copies of relevant degrees to submit hard copies directly to: Office of the PMU, Building N3, the Ministry of Justice, No. 58-60 Tran Phu, Ba Dinh, Hanoi.
Application period: from 26th August, 2025 to no later than 4pm, 5th September, 2025 (GMT+7).
Note: The PMU will not return submitted hard-copy applications.
