L&OD Manager (Learning & Organizational Development)
Act as the "Chief Architect" in designing and operating Organizational Development (OD), Performance Management (KPI/BSC/OKR), and Talent Management systems. Simultaneously, lead the learning culture and internal communications to enhance workforce capability, foster engagement, and align with the Group's expansion strategy. The ideal candidate must possess exceptional agility to adapt quickly to continuous business transformations and shifting corporate dynamics.
JOB DESCRIPTION:
2.1. Performance Management & OD
• Provide high-level strategic direction to the KPI Leader in building, standardizing, and optimizing the performance appraisal system (BSC/KPI/OKR) across the Group, ensuring tight alignment with financial and business objectives.
• Design job architecture, optimize the organizational chart, and conduct strategic workforce planning.
• Build and standardize Career Paths and Competency Frameworks for all departments.
2.2. Learning & Development (L&D) and Talent Management
• Lead the L&D team in conducting Training Needs Analysis (TNA), developing Master Plans, and managing the annual training budget.
• Design and evaluate key training programs: Onboarding, Leadership Development, and specialized/soft skills courses.
Digitalize training activities, upgrade, and manage the E-learning system (LMS).
• Develop the Talent Management strategy, succession planning, and operate the 9-box talent matrix.
2.3. Internal Communications & Corporate Culture
• Direct content and approve internal communication plans, ensuring messages from the BOD are cascaded effectively to every factory and office.
• Initiate and oversee employee engagement events (Teambuilding, OJM, Townhall,...), building an Employee Experience that reflects TCM's culture.
• Encourage creativity and innovation in communication campaigns driven by the Gen Z team.
2.4. People Management & Coaching
• Act as a true "Coach": Manage and harmonize generational differences within the team.
• Provide deep professional guidance while creating a motivating and autonomous space for team to thrive.
REQUIREMENTS:
• Experience: 7 - 10 years of experience in HR, with at least 3 - 4 years at the Manager/Senior Specialist level overseeing L&OD / Talent Management in large-scale manufacturing, retail, or FMCG corporations.
• Business Agility & Adaptability: Highly adaptable with a proven ability to pivot quickly in response to continuous business changes, shifting priorities, and rapid organizational evolution.
• Fluent English Communication: Outstanding verbal and written English communication skills, with the executive presence to confidently present strategic concepts to multinational stakeholders and C-level executives.
• KPI/OD Expertise: Extensive practical experience in implementing performance management frameworks (KPI/BSC/OKR) and Competency Frameworks. Strong systems thinking ability to critique and guide senior team members.
• L&D/Comm Expertise: Mastery of training methodologies (Instructional Design, 70:20:10), LMS management, and keen corporate culture acumen.
• Leadership & Management: High Emotional Intelligence (EQ), possessing professional Coaching skills/certificates. Excellent in communication, Change Management, and bridging multi-generational workplace cultures.
• Tech Savvy: Highly proficient and adaptable to HRIS and digital transformation tools.
