NON-TRADE PROCUREMENT MANAGER

1. Procurement Strategy & Cost Optimization
Develop and implement non-trade procurement strategies aligned with business objectives, operational requirements, and cost optimization targets.
Work closely with internal departments to assess purchasing needs, develop procurement plans, and manage budgets.
Identify and implement cost-saving initiatives while maintaining quality standards, service levels, and operational efficiency.
Drive procurement efficiency and value creation across indirect spend categories.
2. Supplier Management & Strategic Sourcing
Lead supplier sourcing, selection, and evaluation processes, including RFQs, RFPs, bid analysis, and commercial negotiations.
Negotiate pricing, contractual terms, service levels, and other commercial conditions to achieve the best value for the business.
Build and maintain strategic supplier relationships to ensure competitive pricing, reliable service, and long-term collaboration.
Establish supplier performance evaluation frameworks, identify potential supply risks, and implement mitigation plans.
Manage procurement activities across relevant non-trade categories, including operational supplies, services, facilities, and other indirect spend, as required.
3. Procurement Operations, P2P & Compliance
Oversee the end-to-end Procure-to-Pay (P2P) process, from purchase requisitions and approvals to purchase orders, goods or service acceptance, invoice reconciliation, and payment.
Develop, standardize, and continuously improve procurement policies, procedures, and internal controls to ensure transparency and accountability.
Ensure compliance with the Delegation of Authority (DoA), internal procurement policies, contractual obligations, and applicable Vietnamese laws and regulations.
Maintain accurate procurement records, contracts, and supporting documentation to meet governance and audit requirements.
Work closely with Finance and other relevant stakeholders to ensure accurate documentation and timely payment processing.
4. Procurement Performance & Continuous Improvement
Monitor procurement KPIs, analyze spending patterns, and evaluate supplier performance to identify opportunities for improvement.
Lead initiatives to streamline procurement processes, enhance operational efficiency, and strengthen cost control.
Prepare management reports and procurement performance reviews to support business decisions.
Coordinate internal and external audit activities by providing relevant procurement data, records, and supporting documentation.
