I. JOB SUMMARY
The Operations Manager (OM) has the role of a Clinical Centre(s)' accounts manager, supporting the Operations Director in servicing the Clinical Centre(s) and/or clinical services assigned. OM is the Operations interface across all hospital services and functional units for the Clinical Centre(s).
Working closely with the Operations Director, clinicians, nurses, ancillary and administrative staff, OM is responsible to plan, develop and manage resources within the Clinical Centre(s) to meet the hospital's objectives in delivery of patient care. The OM plays an active role in supporting the Clinical Centre(s) by providing timely departmental performance reporting and actively planning, implementing and managing initiatives and solutions towards determined objectives and assists the Operations Director in this capacity.

II. MAIN DUTIES AND RESPONSIBILITIES:
1) Coordination of Patient Care
• Coordinate the management of Clinical Centre(s)' patients across HPH service settings e.g. outpatient, inpatient, surgical services and allied health care.
• This would include liaising with appropriate parties to ensure, where clinically necessary and feasible, discipline-specific requirements for coordination/delivery of care such that patient management is seamless across units.
• Function as the key interface for the Clinical Centre(s) with staff of other disciplines as well as other service functions (nurses, midwife, therapists and administrative staff) with the aim to continuously improve care coordination for patients.
• Support Operations Director in the delivery of efficient operations and process flow for patient care journey. Provide analysis and support to minimise operational bottlenecks throughout the patient care journey.
2) Financial Management
• Provide financial accountability by forecasting, preparation and justification of revenue target and operating & capital budgets.
• Perform review of revenue & budgets and variances to ensure that Clinical Centre(s) achieves the revenue target and operates within the operating budget allocated.
• Actively manage Clinical Centre(s)' P&L by identifying key levers and implementing initiatives and strategies to improve P&L performance.
3) Resource Management
• Work with Nursing Services, 24H Clinic, Clinical Centre(s) Clinicians as well as Clinical Support Services to minimise operational bottleneck and ease flow for patient care.
• Assist Operations Director to manage resources allocated for Outpatient services by actively engaging Clinic Manager(s), Clinicians and Operations in improvement discussion platforms.
• Assist Operations Director and provide resource management support and platforms for other service setting such as surgical services and other clinical support services.
• Plan for and implement upgrading of facilities and equipment to meet service needs of the Clinical Centre(s). Plan and manage maintenance and replacement of resources.
• Review utilisation of resources and assist Operations Director in increasing productivity.
• Support Operations Director in the management of manpower, this includes:
Help with clinical and non-clinical staff roster in Clinical Centre(s)
Assist in general manpower matters, including logistic support for training programmes for Clinical Centre(s) staff, newly recruited doctors, and training and appraisal of Clinical Centre(s) Patient Care Associates.
4) Service Development and Business Promotion
• Assist Operations Director with the development, business evaluation, implementation and promotion of new clinical services.
• Understand the different needs of referring channels for your Clinical Centre(s) and implement strategies to engage and promote referrals of patients to HPH and Clinical Centre(s). Manage and grow relationships with key stakeholders such referring sources, business partners and other players providing complementary services.
• Responsible for the planning and implementation of outreach programmes including patient education seminars, doctors' forums and other public health promotion platforms and events.
• Facilitate and handle business enquiries regarding services provided by the Clinical Centre(s) and linking up to respective Clinical Centre(s) clinicians.
• Assist Operations Director in managing Clinical Centre(s) patient volume by implementing initiatives to ensure right siting of care as well as managing doctors' roster and appointment schedule for all clinical services.
5) Service Quality
• Ensure efficient operations and process flow for programmes developed to improve care integration and co-ordination.
• Assist Operations Director to measure, review and report practice variance in services and identify best practice for continuous improvement.
• Institute and update operational procedures, work instruction for the Clinical Centre(s) and/or Services to ensure smooth operation with optimal efficiency.
• Co-ordinate and maintain Clinical Centre(s)' quality systems.
6) Clinical Quality
• Assist Operations Director, Chairman Clinical Committee and Clinical Centre(s) clinicians in the development, implementation and review of patient care path / clinical protocols.
• Monitor clinical issues at all service settings including inpatient, outpatient, surgical and other allied health services.
• Assist Operations Director to develop, monitor and implement Clinical Centre(s) clinical quality guidelines.
7) Project Management
• Work with Operations Director on the visualisation of the project.
• Prepare paper submission, including writing of paper, gathering statistics, market research and feasibility studies.
• Prepare and draft service agreement.
• Engage stakeholders including external and internal agencies to gather scope and specification of the project.
