Job Purpose
Within the integrated project team, the Project General Coordinator leads the on site coordination of PMO activities (plans, controls, reporting, quality of processes and deliverables), ensuring Vietnamese teams and partners apply the common management framework and that package inputs are consolidated for programme level reporting and decisions.
Key Responsibilities/Major Tasks/Principal Accountability
• Framework implementation and compliance
o Cascade and maintain the Project/Programme Management Framework at line level; ensure procedures to be applied by EPC/contractors are understood and used locally (Construction, Quality, HSE, Security, Risk, Communication, Stakeholders, Document Control).
o Coordinate updates to roles and responsibilities, RACI and workflow adherence across Vietnamese teams.
• Planning, controls and reporting coordination
o Coordinate the weekly and monthly reporting cycle: gather inputs from packages (civil, systems, depot/OCC, stations), validate against the IMS and registers, and submit complete, on time contributions to the PMO.
o Support look ahead (2 week/30 day/90 day) coordination meetings and follow up actions with package managers; track interface dates and access windows agreed with Systems Integration.
• Change, risk and issues coordination
o Operate the local change workflow (instructions/notices, PCRs, impact data), ensuring completeness and traceability for PMO assessment and approvals.
o Maintain the local risk/issue log (with owners, mitigations, due dates) and escalate early warnings per the programme thresholds.
• Stakeholders, communication and meetings
o Prepare/run PMO coordination meetings and workshops; issue minutes and action trackers; ensure clear communication with VDI/SGC and other Vietnamese stakeholders.
o Support Authority/Client interactions by consolidating PMO evidence and maintaining an audit ready document trail.
• Document control and BIM alignment (PMO scope)
o Enforce EDMS conventions (metadata, transmittals, version control) for PMO deliverables and contractor submittals; monitor timeliness and quality.
o Coordinate with the BIM team to ensure PMO schedules, registers and dashboard references align with model coordination calendars and interface milestones.
• Training and technology transfer
o Deliver on the job coaching and short trainings on PMO procedures and tools to local teams; capture and disseminate lessons learned in line with the technology transfer programme.
Yêu cầu
• Degree in engineering, project management or related field; PMO/PM certifications are a plus.
• 7+ years in project coordination/PMO on rail/complex infrastructure in Vietnam; experience consolidating multi package inputs and running programme procedures.
• Proficiency with PMO tooling: Primavera P6 read outs and look aheads, advanced Excel, dashboarding (Power BI or equivalent), EDMS operation, action/risk/change registers.
• Familiarity with Vietnamese regulatory environment and FEED/FS/BIM practices for rail.
• Vietnamese: native; English: working proficiency (written and spoken).
• Strong organiser and facilitator; clear written synthesis and follow through.
• Detail driven, disciplined on configuration and document control; data quality mindset.
• Proactive in surfacing risks and coordinating mitigations; resilient under schedule pressure.
• Collaborative, culturally aware; effective at coaching and uplifting local teams.
