ABOUT THE OPPORTUNITY
Hire Right Solution is recruiting a Technical Program Manager on behalf of a technology client in Ho Chi Minh City.
You will manage delivery schedules across multiple software features and projects, coordinate internal and external dependencies, and keep stakeholders accurately informed of progress, risks and commitments.
This role focuses on delivery planning and execution. Product owns the requirements, and Engineering owns the technical design. You will ensure delivery commitments are tracked and risks are communicated early enough for stakeholders to act. You will report to the Head of Product.
KEY RESPONSIBILITIES
Delivery Planning and Execution
Own delivery plans across active features and projects, including timelines, milestones, dependencies and the critical path.
Collect delivery commitments from team members, obtain approval and track progress against agreed dates.
Monitor Jira work records daily to identify overdue tasks, stalled activities and emerging delivery risks.
Present options to Product and Engineering leadership when deadlines are at risk, clearly explaining scope and timeline trade-offs.
Consider scope reduction as the first option when assessing delivery adjustments, and ensure decisions are agreed upon and documented.
Run weekly delivery updates, risk reviews and progress check-ins.
Maintain accurate project timelines and status documentation.
External Stakeholder Management
Serve as the day-to-day contact for clients, partners and vendors on scheduling and delivery matters.
Agree on and document deliverables, responsibilities and deadlines with external parties.
Follow up on dependencies such as system access, test accounts, data, vendor deliveries and sign-offs.
Communicate changes to timelines or scope proactively, including the reasons and revised delivery plan.
Lead stakeholder status meetings and document decisions, action owners and due dates.
Coordinate milestones and dependencies with external parties before new projects begin.
Reporting and Governance
Prepare concise weekly leadership reports covering completed deliveries, risks, blockers and decisions required.
Maintain a consolidated view of external commitments and progress against them.
Ensure delivery updates reflect verified information and clearly identify the impact of delays.
AI and Workflow Automation
Use AI tools daily to support planning, status reporting, meeting notes, stakeholder updates and risk identification.
Summarise relevant Jira activity and Slack discussions into actionable updates.
Build and improve small automations that consolidate information from Jira, GitLab and Slack.
Verify AI-generated content before sharing, particularly dates, facts and delivery commitments.
Share effective AI workflows with Product, Engineering and QA colleagues.
REQUIREMENTS
5+ years of experience in software delivery, including at least 3 years as a Technical Program Manager, Delivery Manager or Project Manager working on software products.
A proven track record of delivering projects involving external clients, partners or vendors, with accountability for delivery dates.
Working knowledge of Agile delivery, release processes and Jira, including epics, tasks, estimates and time logging.
Experience building and maintaining multi-project timelines with cross-team dependencies.
Ability to interpret Gantt charts critically and identify risks affecting the critical path.
Sufficient technical understanding to discuss specifications, merge requests, deployments and environments, and to challenge unclear estimates. Coding is not required.
Regular, hands-on use of AI tools such as ChatGPT, Claude or Copilot, with examples of improved productivity or deliverable quality.
Strong stakeholder management skills, including following up on commitments and escalating stalled dependencies.
Clear, concise written communication and strong spoken English.
A proactive approach to identifying delays and communicating risks promptly.
Bachelor's degree in Computer Science, Engineering, Business or a related field, or equivalent experience.
PREFERRED QUALIFICATIONS
Experience in fintech, e-commerce, marketplaces or accounting software.
PMP, PRINCE2, CSM or a similar certification.
Experience working with AI-assisted software development teams.
Experience creating AI-assisted workflows or automations, including scripts, agents or integrations with Jira or Slack.
