Senior Civil Engineer/Civil Engineer

Job Summary:
The Senior Civil & Structural Engineer is responsible for implementing design, drawings, scope of works of approved projects and MOCs to support other divisions and providing technical support and resolutions for the NSRP projects such as upgrade, modification, and extension projects to meet NSRP requirements and related standards.
2. Key Responsibilities:
• Coordinate and implement civil and structural engineering design work for projects engineering stages including Pre-FS, FS, Basis Design, FEED and Detailed Design (review/approve, implement engineering design drawings, models, specifications, calculations and providing technical responses to clarifications requests).
• Ensure all design works complies with applicable local and international codes and standards (e.g., TCVN, QCVN, ACI, AISC, ASCE, IBC, BS EN, DEP Shell), NSRP specifications and requirements.
• Coordinate and oversee the Civil and Structural Engineering work according to tasks defined in Governance Engineering Procedure and other related procedures.
• Supervise performance of service contractor for civil and structural engineering design works, construction works, EPC works, [protected info] ensure compliance with standards, Specification, schedule, quality, Legal and NSRP requirements.
• Perform root cause analysis for failed equipment and mitigation strategies to minimize reoccurrence to ensure Investigation and corrective action timely.
• Provide Civil and structure integrity assessment and recommendation to comply with NSRP standards, technical specification.
• Perform Civil Asset Integrity program to meet NSRP requirements.
• Prepare manning plan for resource including day-to-day, Project work and Turn Around Event to ensure all Engineering workload are well-arranged and well-executed.
• Provide quality assurance check on Civil and Structural work to ensure compliance with NSRP procedures, Specifications and code/standards.
• Implement the Turnaround work list registration and Engineering work as Work pack developed from Turnaround event.
• Implement design solutions as Turnaround troubleshooting and finding to meet NSRP Codes, Standards, Technical Specification and other Requirements.
• Propose annual procurement plans and implement procurement activities to ensure sufficient resources for related Civil & Structural Engineering works.
• Prepare daily, weekly, monthly reports to Civil and Structural Engineering Leader for work planning, work progress and technical review.
• Propose the budget for Engineering work demand in the current year and next year which is generated by Refinery demand and Project work by Central Engineering.
• Develop Civil & Structural Engineering procedures, policies and workflows to ensure consistency and compliance with related standards.
• Provide training and mentoring program to mentor staff of junior Civil and Structural Engineer to develop skills and close competency gap related to Civil and Structural Engineering competency matrix.
• Participate in related projects to ensure quality, schedule and meet all Legal Requirement; NSRP Project Standard and Specification.
• Other Tasks assigned by Central Engineering Section Manager.
