Utility Manager

1. Job Overview
The Utility Manager is responsible for ensuring the efficient, reliable, and safe operation of all facility systems and infrastructure across multiple manufacturing plants. This includes oversight of boilers, air compressors, cooling towers, HVAC, building operations, and civil infrastructure. The Facility Manager leads proactive maintenance programs, ensures regulatory compliance, and leads spare parts management to guarantee uninterrupted production.
By driving continuous improvement initiatives, managing contractors, and coordinating with the Energy & Water Site Lead (EWSL), the Utility Manager safeguards the long-term sustainability of plant operations with all facility systems running safely, efficiently, and optimized operational costs.
2. Key responsibilities and accountabilities:
2.1. Safety compliance: Ensure all safety principles are fully and consistently implemented in all utility
operations, maintenance activities, projects, and contractor works (facilities, high-risk equipment,
energy systems, chemical handling, waste management).
2.2. Utility Operations: Oversee daily operations of all utility systems within the plant, including
electrical, water, steam, compressed air, HVAC, and related infrastructure.
2.3. Resource & Team Management: Lead a team of engineers, technicians and contractors for
maintenance, repair, and upgrades of utility equipment and infrastructure.
2.4. Maintenance program: Develop and implement preventive and predictive maintenance plans
and ensure effective daily reactive maintenance to minimize downtime and operational risks.
2.5. High-Risk Equipment Management: Ensure safe operation, inspection, and compliance of high-
risk equipment in line with legal regulations and company requirements.
2.6. Spare Parts & Tools Management: Ensure effective management of site spare parts and tools to
guarantee availability, traceability, safe storage, and controlled use, in compliance with company
standards.
2.7. Waste Management: Ensure proper handling, segregation, and disposal waste in compliance with
safety and environmental requirements.
2.8. Energy Efficiency: Monitor utility consumption and identify energy-saving opportunities in
coordination with the Energy & Water Site Lead (EWSL).
2.9. Budget Management: Manage utility budgets and track operational costs to ensure cost-effective
performance.
2.10. CAPEX Projects: Support capital projects related to utility expansion, modernization, or
sustainability initiatives.
2.11. Performance Reporting: Maintain accurate records and prepare reports on utility performance,
audits, and compliance status.
2.12. KPIs & Continuous Improvement: Define, implement, and monitor key performance indicators
(KPIs) for utility systems and drive continuous improvement initiatives.
2.13. Governance & Compliance: Comply with company safety rules, quality systems, and other
responsibilities as assigned by the TEC Manager.
