Construction Manager (Based in Phnom Penh, Cambodia)

1. Construction Planning & Delivery
• Plan, manage, and oversee all construction activities from mobilization to project handover
• Ensure delivery on time, within budget, and in line with approved quality standards
• Develop, monitor, and update construction schedules, sequencing, and work plans in coordination with Project Management and Project Control teams
• Monitor construction progress, identify risks or delays, and implement corrective actions to maintain performance
2. Contractor & Stakeholder Coordination
• Coordinate and supervise contractors, subcontractors, consultants, and suppliers across all trades (civil, structural, architectural, MEP, landscape, and specialist systems)
• Act as the primary point of contact between management, consultants, contractors, and site teams on construction-related matters
• Conduct regular coordination meetings to ensure alignment across all stakeholders
3. Technical Review & Constructability
• Review construction drawings, technical specifications, schedules, and method statements
• Ensure constructability, technical accuracy, and compliance with approved designs and contracts
• Support resolution of technical issues during execution
4. Site Team & Resource Management
• Identify, recruit, and mobilize qualified construction personnel from Vietnam to support site operations and technical execution
• Lead, mentor, and manage site teams, engineers, supervisors, and site support staff
• Ensure efficient site operations and clear task allocation
5. Health, Safety, Environment & Compliance (HSE)
• Ensure full compliance with health, safety, environmental, and regulatory requirements on site
• Enforce HSE standards across all contractors and subcontractors
• Conduct site inspections related to safety and compliance
6. Quality Control & Site Supervision
• Conduct regular site inspections and quality checks
• Ensure workmanship meets contractual, technical, and quality standards
• Address non-conformities and enforce corrective measures
7. Documentation & Reporting
• Manage site documentation including daily logs, progress reports, site records, and as-built documentation
• Prepare and support handover documentation and completion records
• Ensure accurate and timely reporting to management and project stakeholders
8. Cost, Risk & Process Optimization
• Identify opportunities for process improvement, cost optimization, and risk reduction during construction execution
• Proactively flag issues impacting cost, schedule, or quality and propose mitigation measures
9. Other Responsibilities
• Perform all other duties related to construction delivery and site management as assigned
