WVV's Area Program (AP) usually focuses within one administrative district of a province which populated by ethnic minority people with high rates of poverty. A uniqueness of WVV's Development Program Approach (DPA) is that AP team members are based at district level where the AP is located, which enables them to work closely with government partners and communities on a daily basis. COMMUNITY ENGAGEMENT AND SPONSORSHIP
1. Planning
- Facilitate partnering/ networking with and connections among different local stakeholders (formal and informal community groups, businesses, NGOs and local government agencies, etc.) to mobilize resources for the well-being of children in alignment to the stakeholders mapping of the area
- Raise awareness of local partners and community in assigned commune on WV's Christian identity and values, child focused and community-based development approach
- Facilitate capacity building for communities and local partners in Area Program (AP) planning and annual community review and planning with a focus on AP contexts, its challenges and opportunities
- Facilitate AP planning activities at the assigned communes
- Facilitate annual community review and planning at the assigned communes with a focus on impact, sustainability and effectiveness.
- Support communities and partners to develop and implement the community-based disaster preparedness plans
2. Mornitoring
- Facilitate capacity building for communities and local partners in the assigned communes in shared monitoring that is suitable for local community
- Facilitate shared monitoring activities and reports
- Facilitate refection meetings with participation of communities
- Facilitate annual program effectiveness/ PAF self-review and community-based groups self-review
3. Child Participation and Protection
- Strengthen child clubs and children led community initiatives
- Promote the use of child friendly tools such as photo voice, body map, river of life to increase child participation and voice in the community
- Strengthen child protection committees in the assigned communes
4. Most Vulnarable Children (MVC) Inclusion
- Facilitate capacity building for communities and local partners in MVC mapping for AP contexts to ensure that all vulnerable groups are mapped out and reached
- Facilitate the process of MVC mapping and updates
- Utilize MVC mapping results for program planning and support - to make sure MVC are included and best benefiting from technical project interventions/ models
- Document best practices, lesson learnt and Most Significant Change (MSC) stories of MVC and their families
5. Micro Project
- Strengthen community-based groups the assigned communes and build capacity for them in micro projects planning to complement the goal of the program.
- Identify and engage communities and partners in micro projects
- Facilitate the community-based groups in development and implementation of micro projects
- Facilitate community-based groups in monitoring and reporting of micro projects. SPONSORSHIP INTEGRATION
- Ensure sponsorship Integration plan is a part of Annual Community Review and Plan to maximise integration with programme activities and to support development of Community-Led Care & Protection and Children's Participation and Voice within the community.
- Ensure sponsorship Integration in Technical Programs and CESP and ensure all RC are actively and meaningfully participated in and benefited through program activities in the assigned target communes.
- Support the child monitoring processes and follow up with case management of registered children in assigned communes. Ensure reporting and follow-up adherence to child death, sickness and accident/protection protocols.
- Integrate sponsorship communication in program activities where possible. - Provide support to AP manager to captures Transformational Stories of Registered children to communicate with sponsors.
- Support the Efficient management & delivery of sponsor engagement features to meet quality and delivery standards.
6. HEA-DRR
- Take Disaster Risk Reduction - Response to Climate Change (DRR-RCC) into account when coordinating, implementing, M&E of AP/Project's activities to ensure that climate change and disaster risks can be addressed and reduced. He/she is also expected to coordinate with related staff/partners, join emergency response in the targeted Area Program when needed.
- Effective plans are made and implemented

PROGRAM MANAGEMENT
1. Implemantation Of Technical Models and Advocacy
- Work with partners and team members to ensure that there is a good understanding of the local context, vulnerabilities, opportunities, risks, data gaps, issues and approaches needed to operate in rural contexts.
- Work closely with Technical Program Officers (TPOs) to introduce and build capacity for local partners on technical project models, guidelines, tools.
- Facilitate the implementation of technical models in alignment with the standard guidelines (cost norms) and tools while ensuring that they are suitable for the uniqueness of the AP context.
- Work closely with TPO and technical local partners to facilitate the supportive supervision process in assigned communes to ensure technical quality of the project models
- Mainstream Cross cutting themes (CPPa, gender, environment, disability, climate change adaptation) in all project activities whenever appropriate
- Document impactful and evidenced-based practices in local context through capturing this in case studies and share internally and externally as relevant
- Monitor and report (Indicators Tracking Table (ITT) and narrative) on the progress of Technical Projects (monthly, semi-annually, annually), program quality self-review tools and checklist for AP among others.
- Facilitate communities and partners to participate in the baseline survey and evaluation in assigned communes
- Support in exploring research opportunities in the area to better understand issues and vulnerabilities and utilize this data in advocacy, external engagement and policy work. - Support AP team in mobilizin advocacy and policy work and better address key issues

2. Financial Management
- Manage resources with integrity and stewardship, in compliance with WVV's financial policies and procedures.

REQUIREMENTS
Education
- Bachelor degree, preferably in education, public health, community development, social work.
Knowledge & Skills
Motorbike driving licence
Conceptual understanding of and commitment to development work, especially Christian, child-focused, community-based development concepts, approaches and processes.
Basic knowledge and understanding of key aspects of development work; including child protection, nutrition /health, livelihoods, resilience, advocacy, cross-cutting themes (e.g. gender, environment, disability, child participation).
Demonstrated capacity in project management, with conceptual understanding and required competency in DME functions (e.g. Facilitate monitoring processes with partners and community, analyse and interpret monitoring data).
Skills in facilitation of development processes, including organisation, mobilisation and influence of partners (especially at commune level) and partnering among different development partners.
Strong interpersonal skills and well-developed written and oral communications skills in Vietnamese.

The Project Manager be responsible for achieving the goal, outcomes, and outputs of IREM project design document and its Log-frame.
Key Responsibilities:
1. Leadership/Management (40%)
Leadership and management are provided to the Project Team in planning, implementing, and monitoring outputs and activities as described in the project design and logframe.
Semi-annual and year-end performance reviews/management are undertaken.
Team members are developed into effective DRR professionals to ensure the team is capable of carrying out quality work.
Work closely with target locations and related stakeholders during the implementation of the IREM project.
Assistance is provided in analyzing and planning for appropriate staffing levels and developing job descriptions for team members and support staff.
Lessons learned from other related AP and projects' activities are obtained and utilized.
Serve as a resource for disseminating knowledge and skills to WVV, other WV entities and other agencies.
Seamless integration of IREM project' activities into existing WVV AP where applicable.
2. Co-ordination and Relationship (30%)
Effective working relationships with Provincial officials, departments/agencies and relevant Government of Vietnam ministries are built and nurtured.
Represent WVV in external meetings and act as the contact person with relevant government officials, departments/agencies.
Effective working relationships with District People' Committee, Committee for Disaster Prevention and Control (CDPC) at provincial and district levels Department of Resources and Environment, Department of Agricultural and Rural Development, Department of Education and Training and other related agencies.
Effective links with the wider target community is built in order to raise awareness of WVV's philosophy and approach to development in general and to IREM measures in particular and foster the ownership and participation of the community in IREM Project activities.
Coordination is fostered and duplication of effort is avoided in the IREM target areas by interacting with AP and other project, agencies, and Government.
Serve as a bridge between IREM staff, project partners, AP staff, the Operations Director and related departments/units at National Office level such as Humanitarian & Emergency Affairs (HEA) & Climate Resilience, Program Effectiveness Unit (PEU), Finance, Communication, Grant Acquisition & Management (GAM) and so on.
3. Monitoring and Evaluation (20%)
Monitoring Tools for each IREM output and outcome are developed in coordination with PEU staff following a Baseline survey at the beginning of the project.
Interim narrative progress and other periodical reports are prepared for submission to WV Germany donors.
An end-of-project evaluation (internal -WV Vietnam) and audit (external) are planned and implemented.
Lead the team to document best practices of the programme and share to others.
4. Finance and Administration (10%)
Financial policies and procedures are followed and the integrity of financial documents, procedures and reports is ensured by liaising with the Finance Department.
Financial reports are monitored and used as management tools for evaluating Project progress.
The Project Office is organized and well maintained.
REQUIREMENTS
Education:
Master Degree (Essential)
Master of Environmental Sciences, Agricultural, Climate change or related fields (Preferred)

This position will be responsible for connecting between Project Manager and the rest of the team, key partners at district and provincial levels to achieve all project outcomes, and outputs as specified in the approved project proposal and logical framework within the planned budgets.
This position will assist the Project Manager in maintaining an effective DME system; as well as in building capacity for project staff and local partners on DME; prepare all related reports such as monthly, quarterly, semi-annual and annual reports, etc. Support project officers and local partners to record all key results are well documented for reporting, auditing and other purposes.

Mobilize resources, and help local partners strengthen their capacity in planning, implementing, and monitoring project activities to achieve project annual outcome/outputs in integration with technical projects of the APs.
Key Responsibilities:
1. Relationship and Networking (15%)
Effectively establish work relations with local partners including: District and Commune Program Management Boards (D/CPMBs), Committee for Disaster Prevention & Control (CNDPC), Village Development Boards, Department of Agriculture and Rural Development (DARD), Commune People's Committee and other related agencies in the project area.

Support Project Manager to prepare project/ program reports including monthly, quarterly, semi-annual report and annual report according to the Grant donor's and WV's requirements.

Assist the PROJECT or Project Manager in planning and developing project budget in line with the AP's Plan of Action and logframe. Complete the monthly financial report as per schedule including:
+ Prepare VI data with quality
Prepare bank reconciliation with sufficient supporting document
Extract project's core combined logframe report from SunSystem
Timely prepare the financial reports cover memo with variance explanations (quarterly)
+ Update the asset register
Check and verify the SunSystem generated financial reports for any non-project related expenses, discrepancies and irregularities from the project finance manual
Update the Manager on the project spending status and pattern to avoid risks of ineffectiveness and material overspending or under-spending of the project budget.
3. Data analysis and additional funding acquisition (10%)
Perform financial data analysis and provide financial forecast to assist Project Manager in making data driven decisions and financial risk management.
Support in acquiring additional funding for PROJECT through developing quality proposal budget for new project.
4. System, financial administration and others
Establish and maintain a systematic filing system of key documents (in hard copy and soft copy) and in line with audit requirements.
Maintain all financial and other records required for audit purposes, and provide assistances in regular auditing of the Project.
Take responsibility for personal security, accurately identify and assess the dangers and respond in the most appropriate way; take all good faith efforts to keep other WVV staff and property secure with guidance and instruction as being trained by WVV
REQUIREMENTS
Required Professional Experience
Minimum 3 years' experience in finance and accounting, preferably with international humanitarian organizations.
Experience in community development or with NGO.
Experience in capacity building for local stakeholders/partners.
Experience in accounting and finance.
Required Education, training, license, registration, and certification
Bachelor's Degree in Finance/Accounting
Preferred Knowledge and Qualifications
Good knowledge of accounting theory, financial statements and government tax requirements.
Good interpersonal and communications skills.
Good computer skills. Must be computer literate in Microsoft Office software, especially MS Excel.
In-depth working knowledge of Generally Accepted Accounting Principles (GAAP) and the WVI Field Financial Manual.
Knowledge of WV operations and programming requirements.
Good interpersonal and communications skills.

WVV AP Administrative Assistant in Minh Long - Quang Ngai
1. PROGRAMS OPERATIONS
Arrange logistics (transportation, accommodation, venue, stationaries, printing, etc.) for AP activities, events and visits under the supervision and support of AP Coordinator - Prepare and track logistic purchase requests on Provision and get support from the Zonal procurement officer to complete the procurement process in alignment with WV's procedures and policies
Support DFs/SFs/Coordinators to aggregate information and fulfil orders (creation PO/registration and payment process) for centralized procurement on a quarterly - Support DFs to complete required documents for procurements when needed
Enter the lists of MVC who are beneficiaries of program activities in the MVC support monitoring file/system
Scan the required documents for payment requests to be uploaded on the system and storage purpose.
File necessary procurement and payment documents in order
Procure and pay office equipment and utilities
Timely and effective logistic and procurement support
Compliance with procurement and financial policies and procedures
Accuracy of MVC support data
Procurement and payments documents kept in order
2. SPONSORSHIP SERVICE OPERATIONS
Arrange logistics (transportation, accommodation, venue, stationaries, printing, etc.) for sponsorship events and visits under the supervision and support of Sponsorship Facilitator (SF).
Support local partners to buy Gifts (belonged to GN) for RC based on approved TOR, follow up and collect photos as well as relevant documents as required.
Contact local partners to follow up progress of correspondences, Child Expression Worksheet to ensure they are in alignment with sponsorship standards
Support SF to track the progress and check the quality of pictures and videos of RC. - Assist SF to track RC and their parents' participation in programming. - Sponsorship events are completed successfully and effectively.
Meaningful contribution to sponsorship service and sponsorship 2.0 products with high quality and effective.
3. OTHER
Take responsibility for personal security, accurately identify and assess the dangers and respond in the most appropriate way; take all good faith efforts to keep other WVV staff and property secure with guidance and instruction as being trained by WVV - Other tasks assigned by the manager to the team performance.
REQUIREMENTS
Education
College degree in any field.
Knowledge & Skills (preferred)
Motorbike driving licence
