1. PURPOSE
This role is designed to ensure that our people are equipped with the capabilities to grow, adapt, and perform in an ever-evolving work environment. The Learning & Performance Specialist/Expert plays a pivotal role in designing and delivering initiatives that enhance organizational value, accelerate employee careers, and sustain a high-performance, continuous learning culture.
2. KEY ACCOUNTABILITIES
A. Learning & Capability Development
- Lead the Learning Needs Analysis (LNA) across individual, team, and organizational levels.
- Design, implement, and evaluate learning programs aligned with business strategy and future capability needs.
- Integrate experiential learning, digital learning, and personalized development pathways.
- Measure training effectiveness using recognized models (e.g., Kirkpatrick).
- Collaborate on the development and maintenance of the competency framework and career pathways system.
B. Performance Enablement
- Co-design and operate modern performance management systems (OKRs, KPIs, Continuous Performance), ensuring fairness, transparency, and capability development.
- Coach managers in goal-setting, constructive feedback, and team development.
Analyze performance data to generate actionable insights, reporting, and recommendations.
- Ensure performance reviews are linked to individual development, recognition, and advancement opportunities.
- Foster a culture of feedback, learning agility, and accountability for results.
C. Strategic HR Projects & Organizational Development
- Contribute to strategic projects such as learning culture transformation, leadership succession development, and future skills readiness.
- Partner with HRBPs and business units to deliver people development solutions aligned with business priorities.
- Support digital transformation in learning and performance processes.
- Ensure alignment of development practices and tools with international standards and CIPD's Code of Ethics.

3. CAPABILITIES & CRITERIA
A. Education & Experience
- Bachelor's degree in Human Resources, Education, Business Administration, or a related field.
- Specialist level: 4-7 years of experience in learning & development and/or performance management.
- Expert level: 10+ years of experience, with a proven track record in internal consulting or system design for large-scale talent/performance development.
B. Core Competencies & Skills
- Solid knowledge of learning models (ADDIE, Kirkpatrick), and performance frameworks (KPIs, OKRs, BSC).
- Proficiency in LNA, program design, facilitation, and training evaluation.
- Strong skills in performance data analysis and strategic recommendation.
- Advanced use of PowerPoint and Excel; experience with LMS/HRIS platforms is a plus.
- Excellent communication, facilitation, and presentation skills.
- Strong command of English, both conversational and professional, is an advantage.
Preferred Certifications
- Applicants with one or more of the following certifications will be prioritized:
- ATD (Association for Talent Development).
- ICF (International Coaching Federation).
- KPI Institute, Balanced Scorecard Institute.
- Certifications in People Analytics or other HR data & performance tools.
