Responsibilities
The ICEM Senior Finance Officer is responsible for the following duties:
Accounting, Financial Management & Compliance
(i) Process day-to-day financial transactions in compliance with ICEM policies, donor requirements and local regulations.
(ii) Review and verify payment requests and supporting documents for completeness and compliance.
(iii) Prepare journal entries and maintain accurate and timely financial records into the accounting system.
(iv) Ensure compliance with tax, insurance, and statutory obligations, including timely reporting, declaration and payment of PIT, VAT, VAT refunds and Social Insurance.
(v) Liaise with banks and government agencies on relevant financial and administrative matters.
Procurement & Contract Review
(vi) Support procurement processes including review Request for Quotations (RFQ), prepare financial evaluation of quotations received, review evaluation report.
(vii) Conduct financial review of contracts (consulting, procurement, workshop agreements) for accuracy, deliverables, and compliance.
Project Financial Oversight
(viii) Monitor project budgets and expenditures; identify variances and advise
Project Managers and the
Finance Manager on budget performance.
(ix) Review contract with project team members, process payments, and monitor the contract inputs and payment status throughout project implementation.
(x) Prepare and review cost estimates for missions, events, and procurement activities.
(xi) Support project budget forecasting, contract variation and other tasks throughout project cycles.
(xii) Prepare periodic financial reports for donors for review by the Finance Manager.
Audit, Internal Controls and Other Duties
(xiii) Support and coordinate internal and external audit processes, including the timely collection and preparation of documentation.
(xiv) Assist in the implementation and strengthening of ICEM's internal control systems, financial policies, and procedures.
(xv) Support development of financial tools, templates to improve financial visibility and decision-making.
(xvi) Support the preparation of budgets for proposals and grant applications.
(xvii) Undertake other duties as may be reasonably assigned by the Director of Operations or the Finance Manager.
