HR Manager (System Building & Organizational Development)
A fast-growing
digital marketing agency is looking for an experienced HR Manager to lead the development and standardization of HR systems for its expanding business, particularly in aligning and implementing HR frameworks from the parent company to its subsidiary.
This role requires a strong hands-on leader with proven experience in building HR infrastructure, driving organizational effectiveness, and operating within a fast-paced agency environment.
KEY RESPONSIBILIMinimum 3-5 years of experience in HR Manager role, with proven track record in building HR systems and processes from scratch or restructuring existing systems.
Strong experience working in marketing/advertising agencies or similar fast-paced environments is highly preferred.
Experience in multi-entity structure (parent company - subsidiary) or system transfer/implementation is a strong advantage.
Solid knowledge in labor law, HR operations, and C&B structuring.
Strategic thinking with strong execution capability (not only planning but also hands-on implementation).
Strong stakeholder management, communication, and problem-solving skills.
Ability to work under pressure and adapt quickly in a dynamic environment.TIES
1. HR Strategy & System Development
Lead the design, implementation, and continuous improvement of HR systems, policies, and processes to support business growth.
Standardize and localize HR frameworks transferred from the parent company, ensuring alignment while adapting to subsidiary operations.
Establish scalable HR infrastructure (Org structure, JD framework, performance management, competency framework, etc.).
2. Process Building & Governance
Build and optimize end-to-end HR processes: Recruitment, Onboarding, Performance Management, C&B, Employee Lifecycle.
Ensure all HR practices are compliant with labor laws while maintaining operational efficiency.
Develop internal guidelines, SOPs, and control mechanisms for consistent HR execution across teams.
3. Talent Acquisition & Workforce Planning
Oversee recruitment strategy, especially for Media, Creative/Content, and Production teams.
Partner with
business leaders to forecast hiring needs and build talent pipelines within the agency network.
Strengthen employer branding and recruitment channels in the marketing/agency industry.
4. Compensation & Benefits Structuring
Lead the design and implementation of competitive C&B frameworks aligned with market benchmarks and company strategy.
Work closely with Finance/Accounting to ensure accurate and efficient payroll, budgeting, and cost control.
5. Organizational Development & Culture
Drive initiatives to build a high-performance culture aligned with company values.
Develop internal communication frameworks to enhance transparency and employee engagement.
Act as a strategic HRBP to leadership, providing insights and recommendations on people-related matters.
6. Team Leadership
Build, train, and manage the HR team to ensure capability growth and effective execution.
Shift HR function from operational support to strategic business partner.
