* Job Summary:
The Human Resources and Administration Manager (HR&AM) is responsible for driving the talent agenda, executing people initiatives, advising the country office leaders on people and organizational issues, working collaborative with Habitat for Humanity International - Asia Pacific (HFHI-AP), and driving organizational effectiveness and improvements. Particularly responsible for effective planning, implementation and execution of Human Resources and Administration strategy and business plan. The HR&AM ensures that policies, systems and procedures of the country office are compliant to the HFHI standard and the law of the country, and it is consistently implemented throughout the organization. The HR&AM will lead in the creation of an organizational culture that facilitates the growth, retention and empowerment of staff.
* Key Responsibilities:
1. Strategic HR & organizational leadership: Align HR strategy with HFH mission and country office priorities; advise leadership on organization design, restructuring, business operations, and grant requirements; lead HR & Administration teams to deliver departmental objectives.
2. Talent acquisition, onboarding & workforce planning: Lead end-to-end recruitment, onboarding, and workforce planning to ensure the organization has the right people and capabilities to achieve its mandate.
3. Learning, leadership development & succession: Drive employee development, succession planning, retention, and HR capacity-building, integrating diversity, equity and inclusion (DEI), Servant Leadership, Occupational Health & Safety, and contributing to safeguarding capacity and awareness.
4. Performance management & employee engagement: Oversee performance appraisal systems, performance improvement plans, and manager coaching; support change management, staff engagement initiatives, and action planning from employee surveys and feedback.
5. Compensation, benefits & employee relations: Administer compensation and benefits programs, maintain competitive benchmarks, manage employee relations, grievances, conflict resolution, and a culture of inclusion and open communication.
6. Compliance, risk & safeguarding support: Ensure compliance with labor laws, HFHI policies, and national regulations; manage HR risks, audits, investigations, and employee records; support and contribute to safeguarding processes, including adherence to policies, training requirements, and personnel actions as required.
7. Partnerships, data & office administration: Collaborate with department heads, HFHI-AP SMEs, and government stakeholders to support AOP, ERM, and strategic plans; oversee HR data and reporting, office administration, facilities, IT, and a safe, secure work environment.
8. Other relevant tasks: Performs other relevant tasks as assigned by the National Director.
Yêu cầu
1. University Degree, in related field (HR or business management)
2. 10+ years of progressive HRA experience, with at least 5 years in a leadership and management role, preferably, from a large non-profit or corporate multi-cultural environment

- Communication excellence: Clear, confident, and professional written and verbal communication in English, with the ability to articulate expectations, cascade information, and communicate with authority and approachability.
- HR technical expertise: Demonstrated experience across the full HR lifecycle, including recruitment, performance management, learning and development, compensation and benefits, job evaluation, organizational design, and employee relations.
- Governance, ethics & compliance awareness: Sound judgment in ethical decision‐making, organizational governance, and conflict situations, with strong working knowledge of Vietnam labor laws and HR compliance requirements.
- Operational & digital competence: Proficiency in MS Office and Outlook, with working knowledge of HR systems, IT tools, and administrative processes that support effective organizational operations.
4. Willing & able to travel domestically and internationally as needed
