Mô tả công việc

* Job Summary
The MEARL Specialist ensures effective monitoring, tracking, and improvement of Habitat for Humanity Vietnam (HFHV) programs and projects by leading the development and implementation of MEARL and safeguarding systems aligned with HFHI standards and the Vietnam context. The role works closely with program teams to build capacity and ensure proper application of systems, collaborates with Resource Development and Communications on proposals and marketing materials, and supports grant compliance and quality donor and network reporting.
* Key Accountabilities/Responsibilities
1. Strategic and sustainable focus
• Leads and facilitates the development and implementation of the MEARL plan and strategy at HFHV, ensuring alignment with the country strategy, HFHI AP MEARL guidance and policies, and recognized industry good and best practices.
• Supports the development of country strategies, programs and projects by providing guidance on information needs, processes, and tools including results-based design, monitoring and evaluation, accountability, and learning practice.
• Supports the development of logical frameworks, Theory of Change (ToC) and MEARL plan for project proposals incorporating good/best practices and past program/project lessons and relevant evidence.
• Facilitates setting up SOE annual priorities and monitors its implementation as well as consolidation of annual report
2. MEARL System and Tools
• Set up MEARL systems to ensure efficient management of information that are responsive to the needs and requirements of Habitat, donors, communities and other relevant stakeholders. This includes collection and reporting of data aligned to HFHI's Global Metrics Tool (GMT) and other requirements of HFHV and AP.
• Ensure that systems and processes developed enable key stakeholders/ communities to meaningfully participate in design, implementation, evaluation and learning stages.
• Develop knowledge products for various internal and external stakeholders to demonstrate program performance to inform program improvement and learning e.g. program performance dashboards, quarterly or annual MEARL reports, evaluation reports, learning materials, etc.
3. MEARL Implementation
• Leads the development of HFHV's evaluation and learning agenda by overseeing program research and evaluation activities and coordinating with partners or consultants to deliver high quality evaluation reports and learning products.
• Systematically captures and synthesizes lessons learned and facilitates annual learning‐sharing workshops or events.
• Builds MEARL capacity among staff, partners, and stakeholders, including providing technical support to program teams during project design and MEARL planning.
• Supports partner organizations in setting up/strengthening their MEARL systems to become responsive to partnership requirements,
• Supports the program team in developing donor reports through providing/analyzing data and information.
4. Safeguarding compliance and focal point
• Lead and champion the mainstreaming of safeguarding across country, affiliate, and program/project levels through training, awareness‐raising, and ensuring stakeholders' access to safe and appropriate reporting channels.
• Establish and oversee accessible community‐based feedback mechanism (CBFM) that acknowledge, document, manage, and ensure timely and appropriate responses to feedback, complaints, and safeguarding concerns.
• Receive safeguarding feedback and incident reports from communities, take appropriate action, and promptly escalate and report cases to National Director in line with established procedures, coordinating the resolution process.
• Lead safeguarding risk assessments and analyses of program operations and maintain an up‐to‐date safeguarding risk registry.
• Develop and maintain safeguarding monitoring dashboards and KPIs, and monitor, evaluate, and report on compliance and performance against safeguarding policies and standards, recommending corrective and preventive actions as needed.
5. Managing and implementing compliance
• Comply with procedures and requirements of HFHV policies
• Demonstrate full adherence to the Ethics Covenant and Habitat's safeguarding, child protection, discrimination, bullying, and harassment policies at all times during employment.
• Uphold safe working relationships with colleagues and partners in line with HFH Vietnam policies.
• Facilitate the partnership due diligence process in coordination with relevant teams

Yêu cầu

1. Minimum education
• Bachelor's degree on Sociology, Social Work, Statistics, Economics, International Development or studies related to monitoring and evaluation and research or other analytical field.
• Post-graduate degree in related field preferred.
2. Technical competencies
• At least 5 years' professional experience in M&E within humanitarian/development programs, including managing evaluations, research design, data analysis, and reporting.
• Strong field leadership experience using participatory approaches, including Participatory Rural Appraisal (PRA).
• Solid technical expertise in strategic planning, evaluation standards, qualitative and quantitative analysis, and multi‐site evaluations.
• Demonstrated analytical, research, and adult learning/facilitation skills.
• Proficiency in statistical software such as SPSS and STATA.
3. Business competencies
• Strong analytical and creative thinking, attention to detail, and a firm commitment to people‐centered development and accountability to partners.
• Strong organizational, problem‐solving, and decision‐making skills, with the ability to multitask effectively and manage competing priorities in multicultural environments.
• Proficient business communication and presentation skills in Vietnamese and English.
• High proficiency in Microsoft Office applications (Word, Excel, PowerPoint, Outlook).
4. Working condition & context: The position is primarily office based, with regular domestic travel to project sites, partner locations, and communities to support monitoring, evaluation, learning, safeguarding, and capacity building activities. Occasional international travel may be required to participate in regional meetings, training, coordination with regional or global MEARL teams, or donor related engagements.
