I. Job Role
Manage the procurement and supply process of goods and services, ensuring a sufficient supply source is provided at the best cost.
II. Responsibilities
Scope of procurement includes:
1. Equipment, tools, supplies, and working instruments for the office and company staff, as well as relevant departments;
2. Machinery and equipment related to Health - Safety - Environment (HSE) and Fire Prevention and Fighting (FFFA);
3. IT products including hardware, devices, accessories, software, and other IT-related products and services, including installation, commissioning, and warranty services (if any);
4. Publications, documents, templates, printed materials, stamps; cultural products, books, materials, and services/products used for communication, branding, and professional activities;
5. Transportation means: cars, motorbikes, boats, and other vehicles (if any);
6. Services for rental/purchase, maintenance, and repair of machinery, equipment, working tools, transportation; office rental and other goods; internet lines and other services;
7. Various marketing services: printing, POSM production,
digital marketing, PR booking, event organization, media consultancy, design consultancy, translation, website design, landing page creation, CGI rendering, freelance contracts, etc.;
8. Other services: recruitment, auditing, asset valuation, cleaning, security, vehicle insurance, accident & health insurance, annual health checks, team building, etc.;
9. Other goods required for the regular operation of the Company.
Specific tasks include:
• Receive and clarify procurement requests (including services, goods, etc.) from relevant departments;
• Analyze and evaluate the procurement needs of departments;
• Determine optimal pricing based on the approved procurement plan and item list;
• Assess and shortlist appropriate vendors for each item for quotation requests;
• Propose suitable procurement methods;
• Contact vendors to request quotations in accordance with procurement requirements;
• Compile and compare quotations across vendors;
• Negotiate with vendors to meet the specific criteria of each item;
• Recommend the selection of vendors that meet requirements;
• Issue notice of vendor selection results;
• Coordinate with the Legal Department during contract negotiation, risk forecasting for departments and the Company in implementing contracts with vendors;
• Submit and issue contracts;
• Perform other tasks as assigned by management.
- Bachelor's degree or higher in Economics, Finance, Business Administration, International Trade, Construction Economics, Construction Management, or equivalent.
- Knowledge of procurement and supply chain management.
- Understanding of standard contract terms and conditions to minimize legal risks.
