Background
World Vision is a Christian relief, development and advocacy organization working to improve the quality of life of people, especially children, who are marginalized and living in poverty. World Vision helps all who are in need regardless of their religion, race, ethnicity or gender.
World Vision International in Viet Nam (WVIV) is supported by multiple countries and funded through a combination of sponsorship programs (majority) and Private Non-Sponsorship (PNS)/grants. WVIV operates across multiple provinces and implements Area Development Programs (ADPs) that focus on communities with high levels of poverty, often including ethnic minority populations. In addition to ADPs, WVIV implements various Special and Grant Projects to address the specific needs of vulnerable children in both ADP and non-ADP areas.
WVIV is headquartered in Hanoi, while the majority of staff are based locally in ADPs and project sites across the country, which enables them to work closely with government partners and communities daily.
COAST (Climate and Ocean Adaptation and Sustainable Transition) Project was approved under Decision No. 4198/QĐ-BNNMT dated 10 October 2025 by the Ministry of Agriculture and Environment. The project aims to achieve the overarching objective of protecting and enhancing fisheries resources, marine and coastal ecosystems, and biodiversity; strengthening climate change adaptation capacity; and improving the livelihoods of coastal communities, thereby contributing to the sustainable development of capture fisheries and aquaculture. The project comprises two components:
Component 1: Protection and sustainable utilization of fisheries resources, marine ecosystems, and biodiversity.
Component 2: Climate-resilient and sustainable aquaculture development.
WVIV in partnership with the International for Conservation of Nature (IUCN), plans to implement the project in An Giang and Hai Phong in 30 months, from 2026 to 2029.

Purpose of Position
To provide overall leadership and management of the COAST project, ensuring high-quality, timely and compliant implementation of project activities delivered by World Vision Vietnam and its subcontractor, IUCN. The Project Manager is accountable for achieving project objectives through effective team leadership, partnership management, stakeholder engagement, and sound grant and risk management, in accordance with donor requirements, World Vision policies and Government of Vietnam regulations.

Key Responsibilities
1. Leadership and Management (20%)
Provide overall strategic and operational leadership to ensure successful delivery of the COAST Project in accordance with approved objectives, workplans, budget and donor requirements.
Lead project planning, implementation, adaptive management and decision-making to achieve intended project outcomes.
Lead adaptive management and strategic re-budgeting to align with the COAST Facility's updated Year 2 Steering Note priorities and budget constraints.
Develop, monitor and periodically project workplans, implementation schedules, budgets, milestones and performance indicators.
Provide effective leadership, coaching and supervision to project staff, fostering collaboration, accountability and continuous learning.
Actively involve in recruitment, onboarding, performance management and staff development in collaboration with the People & Culture Department.
Promote staff wellbeing, safeguarding, inclusion and a positive team culture consistent with World Vision's values.
Ensure project risks are proactively identified, managed and escalated where appropriate.
2. Project Implementation & Technical Oversight (35%)
Lead the implementation of all project activities managed by World Vision Vietnam, including sustainable livelihoods, GEDSI, community engagement, revolving mechanism, nature-based solutions and institutional capacity strengthening.
Provide overall oversight of IUCN's implementation of marine conservation, ecosystem protection and biodiversity-related interventions in accordance with the subcontract agreement.
Ensure effective coordination and integration between WVV and IUCN workstreams to achieve intended project outcomes.
Review and endorse annual workplans, technical deliverables and progress reports submitted by IUCN.
Monitor subcontract performance against agreed deliverables, milestones and quality standards, and provide timely technical and management support where required.
Ensure project implementation remains aligned with the approved Project Document, COAST Facility strategy and donor expectations.
Promote learning, innovation and adaptive management based on implementation evidence and lessons learned.
3. Partnership, Donor & Stakeholder Engagement (20%)
Serve as the primary focal point for project coordination with the COAST Facility Team, British Embassy, World Vision UK, IUCN and other consortium stakeholders.
Build and maintain effective partnerships with the Agriculture Projects Management Board (APMB), Ministry of Agriculture and Environment, Provincial Departments of Agriculture and Environment, local authorities and community partners.
Maintain close, formal coordination with the Provincial Project Focal Point Groups (PPFGs), Sub-Department of Fisheries and Fisheries Surveillance, MPA/FPA Management Boards, and local mass organizations (Farmers' and Women's Union) to facilitate local co-management and livelihood transitions.
Facilitate regular coordination meetings between WVV, IUCN, government counterparts and the donor.
Represent the project in technical forums, steering committee meetings, donor reviews and external events.
Strengthen collaboration with IUCN to ensure effective communication, timely decision-making and successful delivery of subcontracted activities.
Advocate for integrated approaches linking marine conservation, sustainable livelihoods and GEDSI.
4. Monitoring, Evaluation, Compliance & Grant Management (20%)
Ensure compliance with the Grant Agreement, subcontract agreement, World Vision policies, donor requirements and Government of Vietnam ODA regulations.
Oversee implementation of the project's monitoring, evaluation, accountability and learning (MEAL) framework.
Monitor project performance and ensure timely corrective actions where implementation deviates from approved plans.
Consolidate and submit timely, accurate technical, narrative and financial reports, including reports contributed by IUCN.
Ensure effective financial management, budget monitoring and forecasting in collaboration with Finance.
Coordinate milestone verification and documentation required for donor advance payments and fund settlements.
Monitor IUCN's contractual compliance and provide support to ensure fulfilment of subcontract obligations.
Oversee project risk management, safeguarding compliance and implementation of mitigation measures identified in the Project Risk Register.
Ensure procurement, administration and project documentation comply with World Vision and donor requirements.
Promote effective knowledge management, documentation of lessons learned and dissemination of project achievements.
5. Others (5%)
Perform other duties as assigned by the manager to contribute to the team performance.

Knowledge & Skill
  • At least 8 years' experience in relief and development work; be independent in managing projects.
  • Experienced in managing conservation or community development projects, preferably in marine or coastal contexts.
  • Proven experience in managing community-based savings models, revolving funds, or micro-finance schemes is highly preferred.
  • Bachelor's degree in agriculture (aquaculture, fishery), environmental conservation/ protection, community development, social work, business administration or related field
  • Certification in Project Management preferred
  • Motorbike driving licence

Experience
  • Advanced degree in Marine Biology, Environmental Science, Natural Resource Management, Sustainable Development, or related field.
  • Strong knowledge of biodiversity conservation, marine protected area management, and sustainable livelihood programming.
  • Experience in community engagement, participatory approaches, and inclusive development (gender, disability, marginalized groups).
  • Proven ability to lead and motivate multidisciplinary teams.
  • Excellent communication, negotiation, and stakeholder engagement skills.
  • Strong financial and project management skills, including budget monitoring and reporting.
  • Fluency in English and Vietnamese is required.
