Engineer (Utilities - Water)

Overall governance
• Cascade and implement related policies, standards such as ISO, and related guidelines and regulations to subordinates and relevant stakeholders, in order to ensure that work practices are aligned with policies.
• Propose, periodically revise and gain approval on department's work processes, procedures, goals, strategy, initiatives, targets and plans to ensure efficient operation.
• Develop, propose, obtain approval, monitor and optimize utilization of department's resources and budget against company's budget, to ensure optimization and the right prioritization of resources and budget.
Function-related accountabilities​
• Develop Business Development plans as assign business.
• Support senior members in driving performance of the Construction & Operation department in order to ensure the achievement in terms of operations efficiency, service delivery, and client satisfaction.
• Participate in engineering and technical design support, including proposal development and revision before project implementation to ensure that designs are aligned with requirements, standards, and best practices.
• Analyze and review the site/project information to identify room for improvement and optimize the utilization of assets and manpower.
• Manage and control all activities regarding Construction & Power Operation to ensure alignment with policies, standards, procedures, guidelines, and relevant rules and regulations, to ensure operational effectiveness, operations are in accordance with the agreements (i.e., EPC, WSA, and other contractual obligations) and agree-upon budgeting, and stakeholders are satisfied with WHA operations.
• Manage and control safety compliance of suppliers/contractors and WHA's employees, as well as provide suggestions during groundwork operations, to ensure worker safety, the working environment is maintained at an acceptable level, tools and equipment are in good working condition, and SHEQ-related standards and regulations are met.
• Solidify relationships and coordinate key activities with various stakeholders such as clients, government agencies, and other parties to ensure smooth business operations.
Other accountabilities
• Guide and assist, if needed, junior members in performing their tasks to ensure consistent understanding and ability to perform tasks.
• Review, if needed, assignment completed by junior members to ensure integrity and accuracy of work conducted.
• Perform analysis on benchmarking organizations in order to adopt market best practices into organization.
• Engage in regular meetings/ updates with team members, collect feedback, encourage and promote team spirit.
• Identify/ respond appropriately to high-complex issues, in order to ensure that each issue is efficiently dealt with or escalated to a superior level properly.
• Respond to instructions to undertake specific tasks to assist senior members in the completion of projects or assignments.
• Be accountable for other certain works as assigned from immediate superior level.
