The Cluster Assistant
HR Manager (AHRM) is responsible for overseeing core HR management functions across multiple locations within the cluster. This role ensures smooth execution of recruitment, compensation & benefits (C&B), and the full employee lifecycle-ranging from onboarding to offboarding. The AHRM supports HR operational excellence, ensures policy compliance, and works closely with Cluster HR Supervisors and Executives to deliver consistent, high-quality HR service.
Duties & Key Responsibilities
HR Management & Operations
• Oversee all HR operations for assigned cluster locations.
• Ensure HR procedures and processes are implemented consistently across all sites.
• Coordinate with the Cluster DHR to implement HR strategies, programs, and initiatives.
• Support the resolution of HR-related concerns raised by employees or site leaders.
Recruitment & Talent Acquisition
• Manage end-to-end recruitment activities for cluster sites: job postings, screening, interviewing, and selection.
• Work with Operations Teams to understand manpower needs and forecast hiring requirements.
• Manage internship programs and casual labour recruitment.
• Ensure positive candidate experience and timely hiring processes.
Employee Lifecycle Management
• Manage the complete employee journey including:
o Recruitment & selection
o Onboarding & orientation
o Contract preparation and renewals
o Employee profile management
o Transfers, promotions, and employment changes
o Offboarding and exit processes
• Ensure all documentation and HRIS data are accurate and up-to-date.
Compensation & Benefits (C&B) Oversight
• Supervise C&B practices handled by Cluster HR Supervisors and Executives.
• Ensure accuracy of payroll-related data, employee allowances, deductions, and statutory compliance.
• Review SHUI and PIT submissions prepared by the HR team.
• Support salary review processes, employee benefits updates, and C&B queries.
HR Governance, Compliance & Reporting
• Ensure compliance with Vietnamese labour law and company policies across all locations.
• Review and consolidate key HR reports: headcount, recruitment status, employee movements, C&B reports, and HR metrics.
• Assist in internal audits and government-related inspections as required.
People Support & Engagement
• Act as a key point of contact for employees and managers regarding HR matters.
• Support employee engagement activities, recognition programs, and communication initiatives.
• Promote a positive and professional working environment across the cluster.
Team Support & Coordination
• Provide guidance and support to Cluster HR Supervisors and Executives.
• Assist in training site-level HR coordinators or operations managers on HR procedures.
• Ensure effective communication and collaboration among HR staff across locations.
• At least 1-2 years of experience in HR administration or payroll support.
• Experience handling time attendance or multi-site HR operations is an advantage.
• Strong attention to detail and accuracy in data processing.
• Proficient in Microsoft Excel and HR information systems.
• Good communication and coordination skills when working with multiple teams.
• Strong organizational, administrative, and problem-solving abilities.
• Ability to work independently and manage tasks across multiple locations.

Qualifications
Bachelor's degree in Human Resources, Business Administration, Accounting, or related field.
